Volkswagen Environmental Mitigation Trust

The Volkswagen (VW) Mitigation Trust was established to fully mitigate the diesel NOx emissions caused by VW’s illegal actions. The mitigation plan for California includes a variety of grant categories available to replace diesel equipment operating in the state of California.

Remaining Funds

The $360 million of project funds are being released in multiple installments. The table below shows the funds available for award in the first installment of funds. Second installment funding will be released in subsequent years.

California's Mitigation Trust Categories

California’s Mitigation Trust funding has been allocated to five equipment categories (listed below) and is available statewide. The categories and allocation amounts were approved by CARB through the adoption of the Beneficiary Mitigation Plan on May 25, 2018. They are based on technology availability, the market demand as demonstrated by other funding programs, and the ability of the project funding categories to fully mitigate the excess NOx caused by the subject VW diesel vehicles.

Combustion Freight and Marine Projects

This category is intended to accelerate the replacement of older, higher polluting diesel engines with the cleanest available technologies. Projects will be selected on a first come, first served basis. Equipment eligible for replacement include Class 7 and 8 freight trucks (including waste haulers, dump trucks, and concrete mixers) or their engines (2012 model year and older) that are compliant with current regulations; freight switcher locomotives or their engines (pre-Tier 4) with 1000 hours of operation; and repowering of ferry, tugboat, or towboat engines (pre-Tier 3) to the cleanest combustion available.

Solicitation is currently open and accepting applications on a first-come, first-served basis.

Zero-Emission Transit, School, and Shuttle Buses

This category supports the adoption of zero-emission bus technologies. Projects will be awarded on a first-come, first-served basis. The types of buses eligible for replacement include class 4 to 8, transit, school and shuttle buses (2012 model year or older). The replacement buses must be new and use commercially available zero-emission technologies, including both battery electric and fuel cell electric. This project category has stopped accepting applications for school buses due to significant oversubscription.

Solicitation is currently open and accepting applications on a first-come, first-served basis for Transit and Shuttle Buses.

Zero-Emission Freight and Marine Projects

This category is intended to encourage wide-scale adoption of zero-emission technologies in the off-road freight sector. Eligible projects include heavy-lift forklifts, and cargo handling equipment with new, commercially available zero-emission technologies and repowering ferry, tugboats, or towboats with all-electric engines.

Applications are due before January 22, 2025.

Zero-Emission Class 8 Freight and Port Drayage Trucks

This category is intended to support the adoption of zero-emission trucks in the heaviest weight class that have typically relied on diesel technologies. Projects will be awarded on a first-come, first-served basis. Vehicles eligible for replacement include Class 8 freight trucks (including drayage, dump, waste haulers, and concrete mixers) or their engines (2012 model year and older) that are compliant with current regulations.

Solicitation is currently open and accepting online applications on a first-come, first-served basis.

Light-Duty Zero-Emission Infrastructure, Hydrogen

This category is intended to accelerate fuel cell vehicle adoption by expanding and filling gaps in California’s hydrogen fueling network. Funding is offered as co-funding to projects selected through the California Energy Commission's GFO-19-602 solicitation, which is currently closed.

All funding has been contracted and there is no additional funding for this type of project.

Light-Duty Zero-Emission Infrastructure, Electric

This is an image of an electric car charging station

This category is intended to accelerate electric vehicle adoption by expanding and filling gaps in California’s charging network. Projects in this category were selected on a competitive basis and will help meet the fueling needs of the growing electric vehicle fleet.

All funding has been contracted and there is no additional funding for this type of project.
